Iraq has never recognised Israel Travel to Israel illegal and punishable by law, per article 4 of Law of Criminalizing the Normalization with the Zionist Entity Only those who have obtained prior approval from the Iraqi Ministry of Interior and are travelling there solely for the purpose of religious pilgrimage are exempt from the punishment stipulated in Article 4
